a better list item carousel?

I haven't been able to figure out how to make a list-item have an image (3:4) with no text (title / body)showing, make the whole image a link (to a page) and have a hover effect of adding an overlay color #000 and the text show up. I'm doing this for locations. So beautiful image - hover over it, see name of location - click go to location. I've searched all day, i see changing backgrounds. but this seems like something that was in 7.0 but now it's hidden ? in 7.1? https://maroon-grouper-nbdn.squarespace.com/test - making the images be full screen / even width, linkable etc. like a list item but better.
