Additional Arrow Styling Options - Overflow Carousel

Is there a way I could place the navigation arrow similar to how movie choices at Amazon Prime or Netflix are shown:

1. Be on each side of the carousel but in the middle of the images (I hope this makes sense. Looking at Prime Video or Netflix helps)

2. Appear only at hover
