Allow Tooltips on hover for Secondary Nav linked items

At the moment, the Secondary Nav items don't pull through any additional attributes, like 'title'. In a future update, please consider adding support for the Title attribute in links, so that visitors can hover over the Secondary Nav on Desktop and see a tooltip display.
